e-COGNOS 計劃開發一個開放的模組架構與工具集，以促進建築產業環境持續的知識管理。這個計劃將會根據對於歐洲建築公司的知識管理活動的深入了解。透過文件內與文件間的語義分析，引導資訊本體與調適機制的開發，使文件能隨著其內容與相依性而組織。網頁架構中將會包含了產生、擷取、索引、檢索與傳佈知識的服務。系統也傾向整產權管理工具。e-COGNOS將會在一連串的實際實驗中測試與驗證。 This will be followed by the delivery of business recommendations regarding the deployment of e-COGNOS in the construction sector.

實作上，可以在linux或win2000上建置e-COGNOS，需要jdk, mySQL, Tomcat，但是安裝說明中建議「最好把mySQL, Tomcat移除掉」，從e-COGNOS直接安裝系統。

本週的知識社會學，閱讀的是一篇新的文章。Capurro, R. and Hjorland, B. (2003). The Concept of Information. Annual Review of Information Science and Technology 37。課堂上討論的時候一直沒有辦法有什麼明確的想法，思考在腦袋中打轉。
這篇文章的確是仔細的從希臘羅馬開始information的字根之旅，到各個不同學科對information的定義，到information science的相關研究中的定義，到作者的結論。似乎是鉅細靡遺，但是卻一直沒有一種通達的感覺。

在資訊社會學課程中，開出了Machlup在1962年寫的 The production and distribution of knowledge in the United States。
Fritz Machlup(1902-1983)也是個奧地利的經濟學家，受教於Mises。跟Hayek一樣，他們都不只研究錢上面的問題而已。他們研究的態度讓我感覺到，經濟學本來要作為一個「最科學的社會學」這樣的一個意圖。
Machlup 在1950年代開始他關於知識與創新的研究：出版The Economic Review of the Patent System (1958)。與相關的論文：The Production and Distribution of Knowledge in the United States (1962)(課程指定文獻)，與Education and Economic Growth (1970)。
三冊的Information through the Printed Word: The Dissemination of Scholarly, Scientific, and Intellectual Knowledge (1978) 與前三冊的Knowledge: Its Creation, Distribution, and Economic Significance系列叢書(一共十冊) (1980, 1982, 1983)。他在第三冊出版之後過世。
回應到課程的文獻，Machlup在1980年，又重新寫了一次
Knowledge, its creation, distribution, and economic significance，似乎是應該拿來對照比較的文本。
